Why are passengers, who must assist an accompanying passenger, restricted from sitting at exits?

Passengers who are escorting small children under 12 years old, aged or disabled passengers, and such, and have to help them during an evacuation cannot be seated at exits as it will prevent them from assisting evacuation.
